Downtown Little Rock - It feels like home!

GET INVOLVED IN REDEVELOPING DOWNTOWN LITTLE ROCK!
The Downtown Little Rock Community Development Corporation (DLRCDC) is organized to improve the quality of life for people living in a target area of downtown Little Rock.

Our organization is dedicated to the promotion of community interest and involvement in activities which have a positive impact on the targeted area.

Principal areas of focus include, but are not limited to, enhancing access to housing, promoting economic development, deterring criminal activity, and stopping neighborhood deterioration.
 
Mahlon Martin Apartments
On June 26, 1995, President Bill Clinton dedicated the first of our apartment complexes in honor of Mahlon Martin, President of the Winthrop Rockerfeller Foundation. Since then, the units have had near full occupancy, with the majority of tenants at incomes below 60 percent of the median income.

Mahlon Martin Apartments, located on South Main Street, was the first project completed by the Downtown Little Rock Community Development Corporation.

Some buildings had been vacant for more than 13 years and, because of their boarded-up and rundown conditions, served as a breeding ground for illegal activities.  Recognizing the buildings as a key in revitalizing their neighborhood residents, the DLRCDC took on the apartment project in 1992. After two years of planning and countless meetings among neighborhood residents, local government officials, LISC and local lenders, the project finally got under way with a ground breaking ceremony in October 1994.

The DLRCDC's second project was a joint venture with a local for-profit developer to rehab the vacant and deteriorating Kramer School. Historically significant and intrinsically related to the city's past, the Kramer School stood as a monument to the threat of decline that faced the neighborhood.

The Kramer School now has 22 apartments for working artists.

2007/2008 GOALS AND OBJECTIVES

Goals

1.       Build and sell new homes East of Main Street to provide affordable housing and revitalize the neighborhood.
    Build seven new low to moderate income houses in the 17th Street Development project upon reconciliation of deeds
    in coordination with the City of Little Rock Housing Authority.

2.       Build new homes at 516 E 16th Street (three lot of 5100 sq/ft), 2104 Cumberland (7550 sq/ft), 514 E 18th Street (50’x 110’)
    and a “shotgun” house at 1802 Rock Street (3,850 sq/ft)

3.       Develop a strategy to build or rehab single and multiple family homes for low to moderate income families
    throughout our target area.

4.       The Development Committee to come up with an agenda to develop a strategic MMCA transition plan
    at a DLRCDC retreat for early 2008.

5.       Maintain the Mahlon Martin Community Apartments at a 90% operational level by making them more appealing.

6.       Explore partnerships or mergers with other parties interested in affordable housing development.

7.       Build a strong, active, effective and diverse board with Directors who are pro-active in working with committees.

8.       Increase our budget by earning developer fees, requesting more grant funds, and seeking donations from the community
    and local banks.  Submit Affordable Housing Program application to increase construction funds.

9.       Increase the visibility of DLRCDC in the community and in the metropolitan area.

10.     Maintain administrative accuracy of records, by-laws, strategic plans, goals and objectives through annual reviews

Objectives

1.       Build and sell four new homes East of Main starting in 2007 with completion in 2008.

2.       Build and sell seven new homes East of Main starting in 2008 with completion NLT 2009.

3.       Acquire lots and/or rehabilitative houses/apartments suitable for building or rehabilitation in 2007 and 2008

4.       Develop a strategic MMCA transition plan.

5.       Annually focus on one MMCA Apartment complex for security and plant ambiance.

6.       Earn developer fees by building and selling 11 new homes before the end of 2009.

7.       Fill all Board vacancies within three months of a Members resignation. 

8.       Create community partnerships that can commit to operational support for DLRCDC on a recurring, yearly basis.
